Push Notifications now allow Admin Testing

Users now have the ability to send Push Notifications to Admin Phones. For setup please see our User Guide.

Apps now query the database for new content when a user returns from minimizing. This will ensure users that who answer a phone call, choose to view another app during their session, or improperly logout will always see current content.
